Dr. Burns firmly believes that education is critical to success, so he voluntarily chose one of the longest training routes possible in order to achieve training second to none. He felt this was mandatory before beginning his solo practice of performing plastic surgery on his patients. After medical school at Texas Tech University, he first completed an entire General Surgery program at Maricopa Medical Center in Phoenix, Arizona (6 years) and achieved board certification in this specialty. He then sought his plastic surgery training at The University of Texas Medical Branch in Galveston, Texas (3 years). This was a very intense combined residency training of 9 years as opposed to 5-7 years for many other plastic surgeons.
Being a seventh generation native Texan, he was happy to come to Victoria in 1993 and thereafter established his practice of plastic surgery. He quickly became very busy with his practice and also became very active in the community. He has been recognized by Texas Monthly as a Texas Super Doctor and has been selected by the Victoria Chamber of Commerce as the Member of the Year.

American Society of Plastic Surgeons Fellow, American College of Surgeons Texas Society of Plastic Surgeons Texas Medical Association Victoria County Medical Society (President 2004)
Dr. Burns performs his surgery at DeTar Hospital Navarro and at Citizens Medical Center. His office is on the DeTar Hospital Navarro campus where he has twice been the Chief of Surgery, presently is Vice-Chief of the Medical Staff and next year will begin a 2-year term as Chief of the Medical Staff of DeTar Healthcare Systems.
He has been very active in the community as President of the American Cancer Society board, President of Making the Grade and board member for Keep Victoria Beautiful. Additionally, he has served his country as a United States Army Reserve officer and was honorably discharged as a Lieutenant Colonel.
